The Bureau of Marine Regulation and International Cooperation exercises the following functions:
Initiation, processing and proposal of resolution of sanction files in the maritime sphere by the commission for infractions typified in Title IV of Act 27/1992 concerning State-run Ports and the Merchant Navy.
Functions related to fees and all kinds of maritime services, including the proposal for establishment of public service obligations.
Legal support for the General Directorate of the Merchant Navy and the preparation and proposal of regulations.
Coordination of international relations regarding planning of maritime navigation and of the Spanish civil fleet. Coordination and representative management of the General Directorate of the Merchant Navy before international bodies and commissions.
