The Civil Aviation Accidents and Incidents Investigation Commission (CIAIAC), part of the General Transport Secretariat of the Ministry of Public Works, is the official organization in charge of investigating civil aviation accidents and incidents that occur in Spanish territory.
The investigation is exclusively technical in nature. Its ultimate goal is the prevention of future accidents and incidents, and it is not aimed at determining or establishing blame or responsibility of any kind.
The results of the investigation are recorded in a report which contemplates factual information related to the accident or incident, with an analysis of this information, conclusions and safety recommendations. These recommendations are the means considered most adequate to propose measures that go on to increase air safety.
The CIAIAC has adequate personnel and resources to undertake this activity, as well as occasional collaboration from external bodies and specialists.
