The application or first-time issue of driver’s cards can be done online or in writing using the model contained as Annex I of Order FOM/1190/2005.

All applications must include the following details:

  1. First and last names, nationality, sex, type and number of ID, date of birth, address, contact telephone number and/or e-mail.
  2. Driving licence number, type, validity period, issuing country and authority.
  3. First and last names or company name, address, contact telephone number and/or e-mail, and tax ID number of the applicant’s representative, if applicable.
  4. Place and date of the application.
  5. Signature of the applicant or representative.
  6. Signature of the cardholder. The applicant should make sure the signature is contained within the box.

    Applicants with class 2 certificates with a digital signatures issued by a recognised certifying authority can make their applications online. In this case, the signature must have a minimum resolution of 600 dpi and measure 50 x 11 mm on a white background; the file should be in TIF or JPEG format, using the maximum compression which does not affect its quality.
  7. The “bar code” box can be used when the applicant is online to fill in the form and print all personal details. To make its processing easier, the information will be codified using a two-dimensional bar code.
  8. Specify if the card is to be delivered by post, and if so, the delivery address.
  9. In the motive for the application, include whether this is the first time the driver’s card is to be issued.

The following documents should be included with the application:

  1. ID (D.N.I., T.I.E. or passport).
  2. Valid driving licence for class C, C1, D or D1, except if registered with the General Directorate of Traffic.
  3. Proof of residence in the province in which the application is submitted. Citizens of European Union countries can present any official document for this purpose; citizens of third countries have to accredit their residence with a foreigners’ ID (T.I.E.), a work and residence visa, legal work permit, or with any other equivalent document issued under the legislation governing the rights and freedoms of foreign nationals in Spain.
  4. Current passport-sized photograph of the applicant, as follows:
    1. Size: 25 x 32 millimetres, colour, with a solid white or light background. The distance between the chin and the hairline or forehead should be between 20 and 25 millimetres.
    2. The applicant should not be wearing dark glasses, a hat or anything else which may partially or totally hide the face.
    3. If it is submitted online, the photograph should have a minimum resolution of 600 dpi, and be cut to a size of 25 x 32 millimetres, in a JPEG file format, with a degree of compression which does not affect its quality.

Once the documents submitted have been determined to be in order, the competent authority will have to check the user’s identity, and the next step will be as follows according to how the application was made:

  1. Written application using the model: if the application was in person, and the applicant’s identity is checked while presenting the application, the card will be issued and sent to his or her address. If the application or first-time issue was made via a representative, the card will be issued and the applicant must collect it personally from the authority to which the application was made, so that his or her identity can be checked.
  2. Online without certificate: In this case, the applicant’s identity is checked when he submits the application in person, and the card is sent to his or her address. If the application is made via a representative, the applicant must to collect the card personally from the authority to which the application was made so that his or her identity can be checked.
  3. Online with certificate: if the driver or his or her representative has a class 2A certificate (as issued by CERES) with a digital signature, the application can be made online. The applicant must collect the card in person from the body to which the application was made so that the photograph and his or her identity can be checked.
